Summary
Coal Mining and Construction Job Stimulus Act of 1982 - Amends the Surface Mining Control and Reclamation Act of 1977 to direct the Secretary of the Interior to use a specified portion of the reclamation fees collected from coal mine operators between enactment and September 30, 1983, to support programs which provide for the hiring of unemployed coal miners or unemployed construction workers for the purpose of performing abandoned mine reclamation work.
