Summary
States that it shall be unlawful for any military or civilian personnel of the United States to engage in any military or paramilitary belligerent activity in Southeast Asia, or to cause any other military or civilian personnel of the United States to engage in any such activity, except to defend themselves in case of attack. Permits such activity if authorized by an Act of Congress.
