Summary

Amends the Federal Aviation Act of 1958 to direct the Federal Aviation Administration to promulgate comprehensive regulations for the control and abatement of noise resulting from the operation of civil supersonic transport aircraft in the United States at subsonic speed. Stipulates that such regulations, at a minimum, shall require such aircraft to comply with the noise standards prescribed for new subsonic aircraft in effect on January 1, 1977.
