Summary
Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require the Secretary of Health and Human Serivces to establish procedures to prevent the payment of title II benefits to deceased individuals. Provides that, to the extent feasible, such procedures shall require State and local officials to certify periodically to the Secretary the names of all individuals within their jurisdiction with respect to whom death certificates are issued.
