Summary

Monterey Bay National Marine Sanctuary Act - Designates the Monterey Bay, California, as a national marine sanctuary. Directs the Secretary of Commerce to prepare an environmental impact statement on such designation. Requires the Secretary to also prepare a management plan for such area, to be submitted to the Congress. Provides for congressional disapproval of such sanctuary designation if the Congress enacts a joint resolution within 45 days denying such designation. States in what way the Sanctuary Act applies with respect to the Monterey Bay National Marine Sanctuary.
