Summary
Amends the Miller Act to require that judgments granted in actions by subcontractors based on payment bonds furnished by Federal contractors include interest. Permits the award of attorney's fees in such actions. Allows such an action to be brought by a subcontractor who has not been paid in full within 30 days of the due date of a progress payment.
