Summary

Amends the National Housing Act to make insurance available under the existing program of mortgage insurance for servicemen only to servicemen whose household income does not exceed 95 percent of the median household income for the area in which the serviceman is seeking housing, unless the Secretary of Housing and Urban Development raises or lowers such ceiling based on his findings that a variation is necessary because of prevailing levels of construction costs or other factors.
