Summary

Requires that the Archivist of the United States be appointed by the President, by and with the advice and consent of the Senate (presently appointed by the Administrator of the General Services Administration). Transfers to the Archivist the duties and responsibilities of the Administrator relating to: (1) archival administration; (2) the National Archives Trust Fund; (3) the National Historical Publications Commission; (4) the Federal Records Council; (5) the management of agency records; (6) records management by Federal agencies; and (7) the disposal of agency records.
