Summary
Prohibits any department or agency of the Federal Government from entering into any contract for the performance of research, or making any grant for the performance of research, until after 30 days from the date upon which a prospectus concerning such research is submitted to the appropriate committee or committees of Congress. Stipulates that the provisions of this Act shall not apply where the sum of Federal funds involved is less than $25,000.
