Summary
Prohibits any increase in pay for Members of Congress, the Vice President, justices, judges, commissioners, and positions in the Executive Schedule unless there is a balanced Federal budget. Declares that such budget shall be considered balanced for a fiscal year only if the total amount of Federal budget outlays does not exceed total receipts and the chairman of the House Budget Committee determines that such was the case during the preceding fiscal year. Prohibits any appointments to the Commission on Executive, Legislative, and Judicial salaries prior to the fiscal year beginning October 1, 1984.
