Summary

Authorizes the Secretary of the Interior to design, construct, and maintain a memorial at the Custer Battlefield National Monument in Montana to: (1) honor and recognize the Indians who fought to preserve their land and culture in the Battle of the Little Bighorn; (2) provide visitors with an improved understanding of the events leading up to and the consequences of the fateful battle; and (3) encourage peace and brotherhood among people of all races. Requires the Secretary to submit to the Congress, after the completion of public hearings, a proposal for the appropriate name for the site. Authorizes appropriations.
