A bill to amend title XVI of the Social Security Act to prohibit States from reducing their supplementation SSI benefits when cost-of-living increases (or other general increases) are made in such benefits, so as to assure that recipients of such benefits will actually receive those increases, and to prohibit reductions in Federal hold-harmless payments to States as a consequence of such increases.
