Summary
Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide that ERISA's preemption of not otherwise exempt State laws relating to employee benefit plans shall apply only to a plan, fund, or program determined to be an employee welfare benefit plan by the Secretary of Labor within 180 days of a request filed by any person within 30 days after the effective date of such plan, fund, or program, or any amendment thereto.
