Summary
Requires each Federal agency, upon promulgating any rule (excluding certain emergency rules), to transmit a copy thereof to each House of Congress. Declares that such a rule shall not become effective if a committee of either House reports a resolution disapproving the rule and the resolution is not rejected by that House within 60 days after the rule is promulgated. Sets forth House and Senate procedure for consideration of such a resolution of disapproval.
