Summary

Amends the Federal Mine Safety and Health Act of 1977 to require the Secretary of Labor to issue a warning notice, instead of a citation, for violations of health or safety rules. Requires such notice to fix a reasonable time of 90 days or more for the abatement of the violation. Directs the Secretary to conduct a followup inspection for abatement of the violation, and to issue a citation if the violation has not been corrected.
