A bill to amend title II of the Social Security Act to prevent payment, in certain cases, of disability insurance benefits for a physical or mental condition arising from an individual's commission of a crime or the individual's incarceration in a penal institution, to exclude from the definition of "full-time student" any individual incarcerated in a penal institution following a felony conviction, and to provide that disability insurance benefits may not be paid to individuals incarcerated in a penal institution following a felony conviction, unless, that individual is participating in a rehabilitation program which has been approved by a court of law.

Summary
Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to: (1) prevent the payment of disability benefits to an individual where the disability occurred in connection with the commission of a crime for which the individual was convicted or where the disability arose from the individual's confinement in a penal institution; (2) exclude from the definition of "full-time student" any individual incarcerated in a penal institution pursuant to a felony conviction; and (3) prohibit the payment of disability benefits to an individual incarcerated pursuant to a felony conviction, unless the individual is actively and satisfactorily participating in an approved rehabilitation program.
