Summary

Revises the Mutual Educational and Cultural Exchange Act of 1961 to authorize participation by officers and employees of the Federal Government in specified cultural exchange programs approved by the Secretary of State, notwithstanding that the expenses of such officers and employees will be paid by a foreign government. Requires that such cultural exchange be conducted for purposes comparable to purposes stated in such Act. States that the acceptance of any portion of such grant for expenses of a family member shall not be authorized.
