Summary

Amends the Federal Rules of Criminal Procedure to allow a Federal magistrate to issue a search warrant based upon sworn oral testimony communicated by telephone or other appropriate means. Specifies a procedure by which a caller can dictate the contents of such warrant to such magistrate, who shall by voice recording device record the call, and who shall place under oath each person whose testimony forms a basis of the application for such warrant.
