Summary
Stipulates that legal process brought for the garnishment of wages of a Federal employee pursuant to the child support provisions of the Aid to Families with Dependent Children program shall not be effective against the United States until 10 working days after it is delivered by certified mail to the head of the Federal agency by which the moneys involved are payable. Directs the President, Comptroller General, and the Director of the Administrative Office of the United States courts to prescribe regulations covering the garnishment of such wages.
