Summary
Amends the Delaware River Basin Compact to create a cost-sharing formula for the Francis E. Walter water supply storage project. Provides that one-third of the water supply storage shall be allocable to future demand and not less than two-thirds of such storage portion shall be available for use in the Pennsylvania counties of Luzerne, Lackawanna, Carbon, and Monroe.
