Fair Labor Standards Amendments - Title I: Increases In Minimum Wage Rates - Increases the minimum wage rate for employees covered before 1966 to not less than $2 per hour for the period ending June 30, 1974, and not less than $2.20 per hour thereafter. Increases, in graduated increments, the minimum wage rate for (1) nonagricultural employees; (2) agricultural employees; and (3) specified employees in Puerto Rico and the Virgin Islands. Provides that an employer in Puerto Rico or the Virgin Islands for whom wage rate increases are prescribed may apply to the Secretary of Labor for the appointment of a special industry committee to recommend alternative minimum wage rates. Sets forth the procedure for the Secretary to folkow in evaluating such applications. Title II: Extension of Coverage; Revision of Exemptions - Extends coverage under the Fair Labor Standards Act to Federal and State employees, transit employees, nursing home employees, sugar employees, seasonal industry employees, domestic service employees employed in households, and maids and custodial employees of hotel and motels. Establishes a minimum wage rate of $1.60 per hour for full time students employed in any occupation other than certain specified hazardous occupations. Exempts employees of boat dealers from minimum wage and maximum hours requirements makes special provisions for the maximum workweek hours allowable for tobacco employees. Exempts substitute parents for institutionalized children from maximum hours requirements. Title III: Conforming Amendments; Effective Date; and Regulations - Sets forth technical and conforming amendments to the Fair Labor Standards Act. Authorizes the Secretary of Labor to prescribe rrules, regulations and orders with regard to the amendments of this Act.
