Summary

Prohibits nonnational flag carriers engaged in an given trade in the foreign commerce of the United States from charging rates which are lower than the lowest corresponding rate charged by any national flag carrier in that trade unless such rate is determined by the Federal Maritime Commission to be compensatory on a commercial cost basis. Sets forth procedures to be followed by the Commission in determining whether rates charged by nonnational carriers meet the provisions of this Act.
