Summary

Provides that any person, in the special maritime and territorial jurisdiction of the United States, having custody in law or in fact of a child who abuses or neglects that child shall be sentenced to appropriate counseling in the case of nonsexual abuse and to prison in the case of sexual abuse. Imposes on any individual who has knowledge of a violation of this Act a duty to report such violation to the police. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to condition certain grants thereunder on the adoption by the State of criminal penalties substantially the same as provided in this Act.
