Summary
Marine Resources Conservation and Development Act - Amends the Outer Continental Shelf Lands Act to authorize distribution of revenues collected from Federal leases on the Outer Continental Shelf. Stipulates that 40 percent of such revenues shall be paid into a newly-created Marine Resources Conservation and Development Fund for use by the Secretary of the Interior for marine resources programs. Stipulates that the remainder of such revenues shall be made available to the States in accordance with a prescribed formula. Directs the Secretary of the Interior to establish an Advisory Board to assist in implementing marine resources conservation and development programs.
