Amends the National Trails System Act to authorize the appropriate Secretary to provide for trail interpretation centers to be located at historic sites along the route of any national scenic or national historic trail. Limits the number of such centers, with respect to any such trail, in each State. Expresses a preference for the operation of such centers by State agencies under cooperative agreements.
