A bill to amend title II of the Social Security Act to make it clear that entitlement of an employee's survivor to an annuity under the Railroad Retirement Act of 1937, without any entitlement to a death payment under such act on account of such employee's death, will not prevent a lump-sum death payment from being made on such employee's wage record under the old-age, survivors, and disability insurance program.
