Summary

Amends the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 to require the Federal Government to give the owner of acquired property the right of first refusal for any available short term rental. States that such rent shall not exceed five percent of the amount established as just compensation for the property (formerly limited to fair rental value).
