Summary

Congressional Salary Act of 1989 - Amends the Federal Salary Act of 1967 to make the President's recommendation for congressional salaries of an advisory nature only, unless otherwise provided by law. Amends the Legislative Reorganization Act of 1946 to provide that the annual rate of pay for Members of Congress shall be the rate payable on the date of enactment of this Act. Requires a record vote on pay increases for Members of Congress. Requires such pay increases to take effect at the beginning of the following Congress. Provides that pay adjustments recommended by the President for Members of Congress in 1989 shall not become effective unless a joint resolution of approval is adopted by a record vote in each House.
