Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to disregard income, for the purposes of computing OASDI benefits based on income, received by an individual: (1) age 65 or older, from a copyright or patent obtained before he or she became 65; or (2) entitled to benefits, but who shows that the income is attributable to services performed before becoming entitled to benefits.
