Summary

National Payments in Lieu of Taxes Act of 1980 - Directs the Administrator of General Services to make payments in lieu of taxes to local governments for property that is exempt from real property taxation under Federal law and which is located within the jurisdiction of the local government and owned by the United States, a foreign government, or international organization. Sets forth information to be included in an application by the local government for such payments.
