Provides that each taxpayer may elect to have any portion of any overpayment of his income tax or any contribution in money which the taxpayer forwards with his return made available to the National Endowment for the Arts or the National Endowment for the Humanities. Requires that the income tax forms fully inform each taxpayer of the opportunity to make such contribution.
