Summary
Provides that Federal Indian tribes which were unilaterally brought under State civil jurisdiction in actions to which Indians are parties, and State jurisdiction over offenses committed by or against Indians in Indian country, without having consented thereto, may remove themselves from all or such measure of State jurisdiction as they are agreeable to. Requires that unwillingness to consent to the continuation of such jurisdiction be evidenced by a majority vote of all eligible adult Indians voting at a special election for that purpose.
