Summary
Directs the Secretary of the Treasury to pay a specified sum to Swain County, North Carolina, in full satisfaction of a road construction agreement among the Department of the Interior, the Tennessee Valley Authority, the State of North Carolina, and Swain County. Prohibits the expenditure of the principal or interest on such cash settlement unless approved by: (1) a two-thirds vote of the county's registered voters; or (2) a majority vote of the county's elected officials, respectively. Relieves Swain County of any liability on a specified loan obtained from the Farmer's Home Administration.
