Summary

Prohibits the person holding the position of Secretary of State from holding simultaneously the position of Assistant to the President for National Security Affairs, or any other position supervising, directing, or controlling the staff of the National Security Council. States that this Act shall apply with respect to any individiual who is appointed to the position of Secretary of State on or after the date of enactment of this Act.
