A bill to amend certain sections (authorizing wiretapping and electronic surveillance) of title 18 of the United States Code.

Summary

Makes it unlawful for any person to willfully intercept or record any wire or oral communication without the consent of all parties to such communication. Repeals provisions relative to the following; (1) provision of information or technical assistance by an agent of a communication common carrier to a law enforcement officer authorized to intercept communications; (2) interception of communications by the Federal Communications Commission; (3) interception of an oral or wire communication by a person acting under color of law where such person is a party to the communication or has obtained prior consent of a party to the communication; (4) interception of an oral or wire communication by a person not acting under color of law for noncriminal or nontortious purposes; (5) authorization and procedures for the interception and disclosure of communications by Federal law enforcement agencies; and (6) interception of communications by the President for national security purposes and the disclosure of the contents of such communications. Eliminates exceptions to the prohibition against manufacturing, possessing, selling, advertising, or sending in commerce any electronic or mechanical device knowing or having reason to know that the design of such device renders it primarily useful for the purpose of surreptitious interception of oral or wire communications.
