Summary

Abolishes the Federal Election Commission. Prohibits the transfer of any functions of the Commission to any Government establishment. Repeals all rules, contracts, licenses, and privileges allowed to take effect by the Commission. Requires the Director of the Office of Management and Budget to conclude the outstanding affairs of the Commission. Makes the unexpended funds of the Commission available to the Director for such purpose for a limited period.
