Summary
Requires all legislation in the House of Representatives which establishes any civil service or executive branch position with a rate of pay equal to or greater than that for level V of the Executive Schedule to be referred to the Committee on Post Office and Civil Service. Limits the maximum number of such positions in existence on the date this Act is enacted. Requires the President to transmit to Congress by January 1, 1979, a plan for authorizing executive level positions in the executive branch including the maximum number of such positions. Terminates any authority within the Executive branch to employ any executive level position which is in effect on the date of enactment of this Act effective July 1, 1980.
