Summary

Provides that any incumbent Member of the House of Representatives: (1) who will have served at least 6 terms as a Member of the House, and will have attained at least 70 years of age, by the end of his then existing term as a Member of the House; (2) who is not a candidate for reelection to the House or election to other public office; (3) who has not been defeated, within the twelve months immediately before his declaration under this section to the Committee on House Administration of his desire to receive the status of "Congressman Emeritus," as a candidate for election, or for nomination for election, to any public office; may, before the termination of his then existing term as a Member of the House, file with the Committee on House Administration his written declaration of his desire to be granted the status of "Congressman Emeritus." States that the Committee shall issue to such Member an official certificate of his emeritus status to become effective upon the close of his then existing term as a Member of the House, if such Member is qualified under this section for such status, together with a statement of the responsibilities, benefits, and privileges incident to such status. Stipulates that the Congressman Emeritus shall provide advice and assistance to any committee or incumbent Member of the House, upon request, in connection with the conduct of official Congressional business. Sets forth provisions concerning office space, expenditures, reimbursement, office supplies, medical care, travel, retirement pension payments, and staff assistance for such Congressman Emeritus.
