Summary

Provides for a program of Federal financial assistance to air carriers for the installation of noise suppression devices on aircraft to suppress aircraft noise pollution. Authorizes to be appropriated $750,000,000 to carry out the purposes of this Act. Describes the method which the Secretary of Transportation shall follow in apportioning such funds among air carriers. Declares that it shall be unlawful to operate aircraft without noise suppression devices five years after the enactment of this Act, unless such aircraft are not a source of noise pollution.
