Directs the Secretary of the Army, acting through the Corps of Engineers, to design and construct a specified erosion control project on an emergency basis on Tangier Island, Virginia. Preempts all otherwise applicable laws, but requires local interests to provide all necessary land interests, operation, and maintenance and to indemnify the United States against construction related damages.
