To oppose the provision of assistance to the People's Republic of China by any international financial institution.

Summary

Urges the Secretary of the Treasury to instruct the U.S. Executive Director of each international financial institution to vote to oppose the provision of any assistance to China, unless the President certifies to the Congress that China has met certain conditions with respect to: (1) internationally recognized human rights; (2) renunciation of force to resolve its differences with Taiwan; (3) strict compliance with U.S. law on the nonproliferation of weapons of mass destruction; (4) compliance with all trade and financial agreements it has with the United States; and (5) pursuit of environmentally sound development practices. Requires the United States, in the absence of any such certification, to withhold a certain portion of assistance from any international financial institution that provides assistance to China.
