Summary

National Kidney Disease Act - Authorizes the Secretary of Health, Education, and Welfare to make grants to public or nonprofit private universities and other agencies to assist in planning the development of cooperative medical programs. Provides that such program shall be established for the purpose of engaging in research, training diagnosis and treatment of kidney or kidney-related diseases. Authorizes additional grants for the establishment and operation of cooperative medical programs, including the construction and equipment of facilities. Directs the Secretary to appoint a National Advisory Council on Kidney and Kidney-Related Diseases, consisting of the Surgeon General and 16 additional members to advise and assist the Secretary in administering the act and considering and recommending applications for grants. Directs the Secretary to establish and maintain a current list of facilities equipped to provide the most advanced methods and techniques for the diagnosis and treatment of kidney or kidney-related diseases. Directs the Secretary to establish, within the Health Services and Mental Health Administration, an Office on Kidney Disease and Kidney-Related Diseases, and transfers all the functions of the National Institute of Health relating to kidney disease to each office. Requires the Secretary on or before June 30, 1974, to report to the President and Congress on the activities carried on pursuant to this Act. Authorizes appropriations of $8,000,000; $11,000,000; $17,000,000; $18,000,000; and $20,000,000 for fiscal years 1975-1979 respectively, for grants to qualified institutions and agencies for planning, studying, and operating pilot projects for the establishment of cooperative medical programs for carrying out the purposes of this Act.
