No Maximum Wage for Congress without a New Minimum Wage for America Act of 1995 - Reduces the rate of pay of Members of Congress by 2.6 percent on the date of enactment of this Act and by 2.6 percent at the end of each one-year period thereafter until the effective date of the first increase in the minimum wage to at least $5.15 per hour.
