Summary

Amends the Federal Salary Act to abolish the Commission on Executive, Legislative, and Judicial Salaries. Declares the annual rate of pay of congressional, judicial, and executive positions shall be the rate payable on the date of enactment of this Act. Provides that any pay adjustments for such employees must take effect at the beginning of the next Congress. Requires a record vote on any bill or resolution providing for a pay adjustment.
