A bill to establish a Federal-State Legislative Council.

Summary

Establishes a Federal-State Legislative Council, to be composed of twenty-four members. States that the Council shall form substantive committees to conduct such studies as are necessary or desirable to identify and investigate problems common to the legislative process which are of concern to the legislatures of both the Federal and State governments. Requires the Council make recommendations from time to time for the solution of such problems as it deems appropriate, and to develop and prepare proposed legislation to carry out its recommendations. Sets forth the Administrative powers of the Council. Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.
