Amends the Commodity Exchange Act to require any person selling for export more than 100,000 metric tons daily or 200,000 metric tons of wheat, corn, or soybeans within a week to report such sale to the Commodity Futures Trading Commission within 48 hours. Requires the Commission to make such reports public.
