Summary
Authorizes the Secretary of Health, Education, and Welfare to make loans to cities and counties for the purpose of establishing and constructing municipal, low-cost, non-profit clinics for spaying and neutering dogs and cats. Provides that no such loan shall exceed $200,000. Authorizes the appropriation of $4,000,000 for the fiscal year ending June 30, 1976, and for each of the next four fiscal years to carry out the provisons of this Act. Requires the employment of at least one trained veterinarian to perform specified duties by each clinic funded by loans under this Act.
