Summary

States that neither the Supreme Court nor any Federal court shall have jurisdiction to issue or enforce any order for the purpose of desegregation where such order would require an increase for any school year in: (1) the daily distance to be traveled by all students in the sixth grade and below transported by an educational agency over the comparable averages for the preceding school year; or (2) the average daily number of students in the sixth grade and below transported by an educational agency over the comparable average for the preceding school year.
