Summary

Comprehensive Alcohol Abuse and Alcoholism Prevention, Treatment, and Rehabilitation Act Amendments - Establishes in the Department of Health, Education, and Welfare the National Institute on Alcohol Abuse and Alcoholism to administer the programs and authorities assigned to the Secretary of Health, Education, and Welfare under this Act. Authorizes to be appropriated under this Act $80,000,000 for each of the fiscal years 1975 and 1976. States that any State plan under this Act must set forth, in accordance with the criteria and not less than the minimum standards to be set by the Secretary, standards for construction and licensing of public and private treatment facilities, as well as standards for other community services or resources available to assist individuals to meet problems resulting from alcohol abuse. Authorizes the Secretary, for each fiscal year, acting through the Institute, during the period beginning July 1, 1973, and ending June 30, 1976, to make grants to States for the implementation of the Uniform Alcoholism and Intoxication Treatment Act. Authorizes to be appropriated for the fiscal year ending June 30, 1974, and for each of the next two fiscal years such sums as may be necessary to carry out the provisions of this section. Directs the Secretary, acting through the National Institute on Alcohol Abuse and Alcoholism, to make grants to public and private nonprofit agencies, organizations, and institutions and to enter into contracts with public and private agencies, organizations, and institutions, and individuals: (1) to conduct demonstration, service, and evaluation projects; (2) to provide education and training; (3) to provide programs and services in cooperation with schools, courts, penal institutions, and other public agencies; and (4) to provide counseling and education activities on an individual or community basis; for the prevention and treatment of alcohol abuse and alcoholism and for the rehabilitation of alcohol abusers and alcoholics. Authorizes to be appropriated $90,000,000 for fiscal year 1974, $100,000,000 for fiscal year 1975, and $110,000,000 for fiscal year 1976 to carry out the purposes of this section. Provides that alcohol abusers and alcoholics who are suffering from medical conditions shall not be discriminated against in admission or treatment, solely because of their alcohol abuse or alcoholism, by any private or public general hospital which receives support in any form from any programs supported in whole or in part by funds appropriated to any Federal department or agency. Directs the Secretary to make regulations for the enforcement of the policy of this section.
