A bill to provide for the conservation of fuel by prohibiting the introduction, or the manufacture, production, or importation for introduction, into interstate commerce of any new passenger automobile which weighs 3,500 pounds or more, and by amending the Internal Revenue Code of 1954 to impose on any such automobile with a weight under 3,500 pounds an excise tax at a rate proportionate to such weight.
